89th AIV Annual Meeting - Ready or Not: Next Big Steps in Vermont's Energy Future
Tuesday, October 6 w Capitol Plaza Hotel, Montpelier. Associated Industries of Vermont convenes its 89th Annual Meeting on Tuesday, October 6 at the Capitol Plaza Hotel in Montpelier. Vermont is currently seeing a convergence of several very significant energy policies that pose imminent challenges for the state and carry serious implications for Vermont's ratepayers. The Legislature, Public
Service Board, Public Service Department, and utilities will make critical decisions in the coming months,
and it is important for Vermont employers to be aware of what is at stake. In addition to looming "end game" in deciding the fate of Vermont Yankee, decisions on future contracts with Hydro Quebec are also coming due -- placing two-thirds of Vermont's energy supply in question in the very near future. At the same time, the debate continues between letting the market or state mandates drive renewable energy development. On top of this, regional, national, and international plans are being developed for transmission strategies and projects that will not only impact the sources and generation types in Vermont's own portfolio, but that of the region -- all with cost and construction
implications not entirely under Vermont's control. AIV's 89th Annual Meeting will provide presentations from key players in these unfolding events, a panel discussion with some of Vermont's top decision makers and stakeholders, and finally a luncheon address

On the federal level alone, requirements originating from the Oil Pollution Act (OPA-90), Clean Water Act, Resource Conservation and Recovery Act (RCRA), Clean Air Act, Occupational Safety and Health Act (OSHA), MSHA, the USDOT and the US Coast Guard can lead to as many as nine separate facility response plans. In recent years, the federal government has offered a format for combining planning criteria into one effective document that will be readily accepted by all regulatory agencies involved: the "One Plan". This avoids unnecessary duplication of effort and offers significant time, paper, and financial savings. It also promotes an all-incident approach to response planning across a facility. Integrated Contingency Planning - The One Plan Approach to Facility Response Plans. Although facilities are under no obligation to change existing plans to the One Plan format or to use the NRT format for new plans, there are many benefits to consolidating all of your emergency plans into a single comprehensive document.
