State Workforce Development Board

Establishing Statute: 10 V.S.A. § 541a and 29 U.S.C. §3111.

The Vermont State Workforce Development Board (SWDB) advises the Governor and the Commissioner of Labor on the development and implementation of a comprehensive, coordinated, and responsive workforce education and training system. A majority business member board, it is charged with conducting an ongoing public engagement process throughout the State that brings together employers and future and current workers to provide feedback and information concerning workforce education and training needs. Members are expected to maintain familiarity with the federal Comprehensive Economic Development Strategy and other economic development planning processes, and ordinate workforce and education activities in the State. It meets at least three times annually, with additional workgroups and subcommittee meetings as necessary.

The SWDB is the designated Workforce Development Board under the federal Workforce Innovation and Opportunity Act (WIOA). In this capacity, the Board is involved in guiding and informing statewide policies affecting the coordination, delivery, quality, and availability of workforce development services for job-seekers and employers.
